Ray was born in Devon Street, Barrow-in-Furness, (then part of Lancashire) to Sydney and Hilda Rigg (nee Allington), he was their first child. His father Sydney had resumed work for the Furness Railway Company on his return from the Great War. They lived then in Devon Street, Barrow in Furness. During his early childhood, Ray's Father's job took him to Bushey in Hertfordshire, the family of now 4 children relocated there. Later following another job move, the family lived at Boothferry Road, at Goole in East Yorkshire, finally to moving to Milton Street in Fleetwood, Lancashire. He left school at Fleetwood aged 14 in 1933 and joined the London, Midland & Scottish Railway Company as a ticket boy. In these early days of his career, he worked at Leyland railway station, south of Preston and travelled there from the family home in Fleetwood by train. He also worked at Fleetwood and Thornton (Cleveleys) Stations. Whilst working at Thornton, he recalled delivering a parcel by bicycle to the home outside Thornton of George Formby who, on receiving the parcel, generously gave him a tip of 2/6 – a good deal of money then to the young Ray.
